National programs

The programs offered through FNEC are predominately funded through the United States Department of Agriculture (USDA).

The National Institute of Food and Agriculture (NIFA), an agency within the USDA , administers the Expanded Food and Nutrition Education Program (EFNEP). EFNEP is a unique program that currently operates in all 50 states and in American Samoa, Guam, Micronesia, Northern Marianas, Puerto Rico, and the Virgin Islands. EFNEP Policies define the program activities to assist limited resource audiences in acquiring the knowledge, skills, attitudes, and changed-behavior necessary for nutritionally sound diets, and to contribute to their personal development and the improvement of the total family diet and nutritional well-being. Within New York State EFNEP is administered through Cornell University Cooperative Extension.

Supplemental Nutrition Assistance Program – Education (SNAP-Ed) is a federal/state partnership that supports nutrition education for persons eligible for the Supplemental Nutrition Assistance Program (SNAP). Two key federal partners are NIFA and the USDA Food and Nutrition Service (FNS). FNS determines national policies and procedures, monitors state programs, and reimburses states for up to half of program costs. NIFA facilitates communication among federal, state, and local partners, and provides programmatic leadership to university contractors for effective nutrition education through the land-grant system. Within New York State SNAP-Ed is administered through the Office of Temporary and Disability Assistance and is marketed as Eat Smart New York! (ESNY!).
